It's a hard question but I notice some detials in your description that may lead to mistake. The "local.conf “ file will be override when you run the "setup.sh", so if you build the image by typing

./setup.sh .....

source poky/oe-init-env .....

bitbake .....

than you should be aware of this detial. The order of saving "local.conf" is important , if you change and save this file before runing setup.sh, there will be no effect. 

Moreover the directory of running bitbake is important too, if you are in the wrong directory it will lead to "Nothing PROVIDES ..." error. For building standard edison image, the right directory to run bitbake is "/.../edison-src/build " ,you should cd to the right directory before run  bitbake command .

 

These are some hints that I can give you instantly and please let me know if it helps you. In the meantime, I will do more efforts on this question to have a try. If I have some helpful resaults, I will let you know.
